Win's back on cover duty with a cover only vaguely associated with the actual story.
Basically, someone or something is spreading the thought that Clark Kent is secretly The Man of Steel. Since Batman and Robin are--he assumes--the only two who know his secret, he summons them with a bat-signal from Metropolis!
In the end, the whole thing turns out to be an elaborate and risky ruse to capture a gang Batman's been after all along..and protect Batman from a threat while at it. Hey wait. If you break it down, wasn't that the plot we had just a couple issues back?
