David Antony Kraft said in a recent interview that he created the pantheon because Superman and Batman needed a mutual antagonist here in their shared series. Seems to have inspired veteran penciler Ross Andru to some particularly good art. Some nice character bits herein as well, including the acknowledgement that our heroes no longer see eye to eye.
