This one feels like a fill-in and the editorial note on the title page that it takes place prior to the last 4 issues adds to that suspicion.
Note that nearly every ad this ish is for a video game. It was that time. The last page even has an ad for DC's first video tie-in, ATARI FORCE.
New writers, new artists. Yep. Fill-in...but a darn good one.
